Monthly Conservation Reporter - a person reporting pursuant to conservation water conservation regulations on behalf of an urban water supplier (a water provider that produces 3,000 acre-feet of water per year or serves 3,000 or more service connections)
Division of Drinking Water - staff employed by the SWRCB Division of Drinking Water
SWRCB - a person employed by the State Water Resources Control Board
