Creating new 2019 EARs is now available!

Creating 2018 EARs is now closed!

Due to the extenuating circumstances we are all facing during the COVID-19 crisis, the State Water Board’s Division of Drinking Water (DDW) is extending the deadline for submission of the 2019 Electronic Annual Report (EAR) according to the following phased schedule. However, if your water system is able to submit the 2019 EAR prior to these new deadlines, the information you provide will assist in critical program implementation for the new Safe and Affordable Funding for Equity and Resilience (SAFER).

New EAR Deadline Who it applies to:
July 1, 2020 Community Systems with at least 3,000 service connections
August 1, 2020 Community systems with fewer than 3,000 service connections
September 1, 2020 Noncommunity water systems (NTNC, TNC)

Any specific hardships to meet these new deadlines should be discussed with your regulator, the DDW District Engineer or county LPA representative.

Our Electronic Annual Reporting (eAR) System is released for general use by California's public water systems. This system is intended as the method by which annual water usage and contact information is reported to the State Water Resources Control Board, Division of Drinking Water (formerly the California Department of Public Health, Drinking Water Program).

Registration and Login are required before you may enter the system. For those who have previously registered for an eAR account, please enter your User Name (email address) and click on Continue. If you do not remember your password, please click on Forgot Password? and a new password will be emailed to you. NOTE: the DRINC Portal is a separate system with its own registration.

All others will require a new Registration. After filling out your user profile, you will be emailed access instructions once your account has been reviewed and activated by your local District Engineer or Local Primacy Agency (your local County Environmental Health Program).
